Under the direction of the Supervisor - Water and Sewer System Protection, this position is responsible for ensuring compliance with the EBCI’s Cross Connection Control ordinance and Fats, Oils, and Grease (FOG) ordinance. The person holding this position ensures that the community water supply is adequately protected from contamination by conducting inspections of all commercial user connections and backflow prevention devices in order to assure compliance with Tribal and Federal regulations pertaining to possible contamination of water by outside contaminants. The incumbent also inspects FOG producing sewer customers, such as restaurants and facilities with commercial kitchens to assure compliance with municipal and Federal regulations pertaining to grease accumulation in the sewer system.
- Conducts inspections of water service systems to assure compliance with the EBCI cross connection control ordinance.
- Assists in writing and updating the cross-connection control policy.
- Advises and instructs the installation of necessary back flow preventive devices.
- Reviews construction plans and specifications for possible cross connection violations.
- Inspects plumbing facilities, boiler, air conditioners, condensers, pumps, Sprinkler systems, drains and other systems using potable water.
- Inspects restaurant grease traps for proper operation and maintenance.
- Inspects manholes for accumulation of grease.
- Explains effects of grease accumulation of a sewer system to sewer customers.
- Inspects completed installations of back flow prevention devices and inspects new and old plumbing installations for compliance with backflow and cross connection control regulations.
- Coordinates joint inspections with the county’s health services inspectors.
- Investigates potential contamination problems from inadequately controlled cross connections.
- Keeps abreast of new technology regarding cross connection control and FOG; promotes FOG programs.
- Promotes cross connection and backflow prevention programs.
- Utilizes computerized data entry equipment and various database and /or file maintenance programs to enter, store and/or retrieve information as requested or otherwise necessary. Maintains reports of surveys and investigations conducted and actions taken.
- Creates and maintains database of all installed backflow devices, FOG devices and updates as appropriate. Completes training activities by attending training sessions and maintaining certifications.
- Implements the cross-connection control, hydrant maintenance, valve maintenance, unidirectional flushing, and fats/oils/grease and water sampling programs.
- Completes and maintains OSHA competent person safety certification as required.
- Always maintains “On Call” status to respond to emergency situations and performs utility maintenance duties as required.
This position is not responsible for supervising others. Works under the general direction of the Supervisor - Water and Sewer System Protection.
Experience: Three (3) years of related experience required. Experience to include 2 years in Public Water & Sewer Maintenance and/or plumbing installation.
Education: High School Diploma or GED Equivalent required.
Licenses & Certifications: Valid, insurable NC CDL "Class C" required. Must possess or obtain NC Cross Connection Control Certification, NC Grade 1 Sewer Collection, and NC C-distribution Certification by the two-year anniversary date of hire.
