Performs a variety of administrative and technical functions to ensure accurate computation and processing of billing functions for the Water & Sewer Department. Works in accordance with established policies, processes, and the Accounting Management Standards of the Eastern Band of Cherokee Indians. Responsible for the work of the billing area of the Water & Sewer Department, adhering to policies and processes, including billing generation and delivery.
- Responsible for the accurate and timely generation of billing on behalf of the Water & Sewer Department, including the generation of regular reports.
- Responsible for Data Entry into the Utility Billing Software for billing and other department transactions.
- Maintains accurate and detailed information, logs, files, and reports of all transactions made in accordance with Tribal policy and procedure, State and Federal law, rules and regulations as directed by the Manager - Water & Sewer.
- Ensures any errors, omissions or issues that may arise with Water/Sewer, employees, Water/Sewer consumers, or authorized vendors are handled appropriately and timely.
- Provides the highest levels of service to employees, water/sewer consumers, and authorized vendors in providing assistance and answering related questions or resolving issues.
- Provides support to Water/sewer office during the absence of adequate staff.
- Reviews reports from the Utility billing software ensuring accuracy and completeness.
- Greets visitors, makes necessary notifications, and assists as needed, to facilitate contact with appropriate persons and directs to specified office.
- Answers phone, directs incoming calls, takes and delivers messages as required.
- Assists manager with payroll preparation.
- Performs various clerical/administrative duties in support of the utilities office such as typing memos, bid quotes, letters, reports, etc., filing and record keeping.
- Research information and collates data as requested.
- Prepares updates and distributes department timecards to ensure accurate time management/pay using Attendance Professional program.
- Verifies math accuracy of parts used in inventory records.
- Responsible for billing to contractors, EBCI, etc., for the Water Department; prepares, updates, and distributes billing spreadsheets as requested.
- Operates basic office equipment such as central phone system, fax, postage meter, copier, etc.
- Completes sewer overflow forms for all SSOs reported.
- Back up for Office Administrator, when absent, as necessary.
- Maintains a neat and orderly work area and office reception area.
- Performs job duties according to established safety guidelines and Tribal policies.
- Responsible for monthly billing and setting up all water and sewer accounts.
- Communicates with Finance/Revenue Department frequently to keep up to date on current billing times, shut offs, payment issues, adjustments.
- Processes work orders for water and sewer reconnections, disconnections, new taps and other services requests. Maintains accurate records of all water and sewer accounts; finalizes water and sewer accounts for customers relocating in or out of services areas; keeps track of address and name changes.
- Creates accounts for new water and sewer customers and relays to Finance/Revenue Department the amount of fees to be paid by customer.
- Receives telephone calls and customer visits concerning water and sewer bills or services. Responds to customer complaints and ability to handle angry/upset customers.
- Calculates and makes adjustments to water and sewer accounts in accordance with established policies.
- Prepares necessary lists and computer print outs for meter readers during shut offs.
- Coordinates monthly meter reading schedule with meter readers. Prepares file exports and imports from Utility Billing Software to meter reading software for monthly meter readings.
- Schedules rereads with meter readers.
- Specializes in handling questions and matters of technical nature when concerns or complaints from customers arise about their meters.
- Diagnose/trouble shoots meters in field.
- Analyzes data for system water loss.
- Serves as a Notary Public for signing agreements.
This position is supervised by program leadership. This position is not responsible for supervising others.
Experience: One (1) year of related experience required. Experience to include 1 year in a clerical position within a business office.
Education: Associate’s Degree in related field required. Equivalent combination of education and experience may be in lieu of degree, with required related experience of an additional: 3 years with a High School Diploma/GED equivalent.
Licenses & Certifications: Valid, insurable NC Driver’s License required.
