Directs and supervises the work of Compliance officers in accordance with Chapters 92 and 95 and policies and procedures regarding Indian preference. Responsible for all Tribal Employment Rights Office (TER0) Employment investigations into corporations or individuals conducting business on the Qualla Boundary. Performs various clerical and related administrative duties in support of TERO in relation to Indian Preference in hiring, contracting and subcontracting with the Tribe, its entities, and covered employers. Monitors compliance and conducts compliance investigations. Maintains specified records, files and logs to ensure accurate reporting of office activities.
- Provides outreach and education of Indian owned businesses relative to the preference law.
- Performs compliance reviews on job sites to ensure that all the prime contractors, subcontractors and suppliers are adhering to preference laws and policies and procedures
- Compiles data on TERO compliance and accomplishments into reports as required.
- Provides answers to inquired from data contained in files and records when appropriate.
- Monitors compliance following established policies and procedures.
- Receives complaints relative to compliance and institutes compliance investigations in accordance with policies and procedures.
- Assists Indian firms in obtaining certification as requested making appropriate referrals for services needed.
- Works with TERO Director to maintain positive relationships with state and federal agencies with a cooperative effort to provide Indian preference services in the best interest of the EBCI.
- Attends meetings and provides training to procuring entities regarding laws and policies and procedures.
- Composes and types minutes, letters, memos, reports as required by TERO Commission.
- Manages the department as needed to facilitate work flow and ensure smooth and timely operations.
- Performs job duties according to established safety guidelines, TERO Commission, and Tribal policies.

- In the event of an emergency or identified immediate need, as determined by the Principal Chief or Vice Chief, participation in preparedness and response operations will be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency/identified need. Employee may also be required to participate in relevant exercises and regular preparedness training.
This position is supervised by program leadership. This position is responsible for supervising others.
Experience: Five (5) years experience required. Experience to include Economic Development, the Tribal Legal system, Tribal Employment Rights or related field. Four (4) years supervisory experience required.
Education: A Bachelor’s degree in Business Administration, Management or closely related education field is required.
Licenses & Certifications: Valid insurable NC driver’s license.
