Supervisor - Transfer Station
Description

Ensures that the Transfer Station stays within the tribal guidelines, meet all rules and regulations that pertain to the Transfer Station. Assists the Manager - Solid Waste Operations with budget preparation and oversees and directs the daily operations of the Transfer Station. Supervisor gives direction to the Transfer Station staff and assists in the operation of heavy equipment to facilitate the flow of work. Reviews all reports and signs off on reports and documents where signature is needed.

Responsibilities
  • Coordinates and participates in the work of the transfer station.
  • Starts incoming waste stream to reclaim recyclables, remove hazardous wastes, remove construction wastes and disperse properly as well as coordinates and participates in the work of the transfer station.
  • Drafts and establishes contracts and MOAs for maintenance, hauling and disposal.
  • Meets with subordinates to plan daily activities and establish priorities.
  • Inspects the facility for proper maintenance, schedules repairs where needed.
  • Assists in the operation of available heavy equipment when necessary.
  • Assists with weigh master duties when necessary.
  • Compiles and prepares various reports such as, time sheets, material haul out sheet, work plan report, loading time for trucks, daily log sheet, etc.
  • Assists the Solid Waste Operations Manager in preparing all reports necessary for EPA.
  • Must be knowledgeable of all applicable regulatory ordinances, safety guidelines and permits including EPA, ECRA and OSHA requirements.
  • Inspects the facility for overall cleanliness.
  • Reviews and turns in tickets of commercial accounts for payment.
  • Monitors fuel, fluids, oils, and grease levels to ensure supplies are sufficient for the operation of the facility. Orders supplies when necessary.
  • Monitors upkeep and repair requests for all available heavy equipment assigned to the department.
  • Reviews leave requests for the transfer Station staff and makes decisions as necessary.
  • Issues safety equipment and trains staff on the use of this equipment.
  • Trains and instructs personnel in the proper performance of duties, safety procedures, proper use of equipment and maintenance requirements.
  • Performs duties according to established safety guidelines and Tribal policies.
Scope of Supervision

In conjunction with the Manager - Solid Waste Operations, is responsible for the maintenance of a properly staffed facility through the interviewing, recommending the hiring, training, counseling, and development of employees. Makes decisions impacting the safety of employees and is responsible for adherence to the Tribal Personnel Policies, Transfer Station Department Policies, and to all OSHA and EPA regulations and guidelines. Oversees the job performance of five Transfer Station employees. Works under general direction of the Manager - Solid Waste Operations. Plans, coordinates, and oversees the daily job duties of Transfer Station staff.

Minimum Mandatory Qualifications

Experience: Three (3) years of related experience required. Experience to include 2 years in sanitation and waste management and 1 year supervising or managing others.

Education: Associate’s Degree in related field required. Equivalent combination of education and experience may be in lieu of degree, with required related experience of an additional:3 years with a High School Diploma/GED equivalent.

Licenses & Certifications: Valid, insurable NC Driver’s License required. Must obtain a certificate for Public Weigh Master from the N.C. Department of Agriculture within one year. Must obtain Certification as Transfer Station Manager, and keep certification up to date.
