Maintains a reporting, evaluation, and implementation system for all aspects of Qualla Boundary Head Start. Works in conjunction of all phases of management for ensuring successful day to day operations. Ensures that all CACFP and Child Nutrition requirements are met. Will serve as the final level of decision making according to the chain of command. Will assume the responsibility of day to day operations in the absence of the Director.
- Coordinates with program managers and director to develop, implement, and review Head Start Performance Standards, Licensing requirements, and inspections for the total program serving children (6 weeks to 5 years).
- Responsible for monthly financial report to State for USDA reimbursement.
- Keeps track of daily food count sheets for monthly USDA reimbursement.
- Ensures that menus meet all components for child nutrition.
- Responsible for all order invoices for food, milk, etc. Inputs and maintains data in data tracking system.
- Trains front desk personnel on emergency procedures, evacuations, and record keeping.
- Plans and conducts staff training sessions with a focus on safety, child supervision, team building, mentoring, and coaching for the benefit of the center.
- Researches, writes, updates annually, and implements policies and procedures for staff, based on targeted needs, goals and objectives of the program.
- Assists in the selection, training, promotion, evaluation, and discipline of Qualla Boundary Head Start program and educational staff.
- Provides assistance to management team as needed through technical advice, problem solving, and consultation on specific projects/activities.
- Writes grants for funding of projects as required. Ensures that all program personnel adhere to all applicable safety, OHSA and regulatory guidelines.
- Assists the Director when needed. Works with other managers and serves as a positive role model for the management team.
- Assists at front desk, in classrooms, or in kitchen when needed.
- Serves as a bus monitor and or bus driver when required.
- Maintains a positive program reputation by responding to unusual comments and complaints in a timely manner.
- Collaborates with other managers to meet the needs of all staff and children.
- Serves as an advocate for all children that attend Qualla Boundary Head Start.
- Represents the program on various boards, committees, seminars, classes, etc.
- Keeps director informed of project operations, activities, unusual circumstances, and inappropriate communications.
- Performs duties according to established safety procedures, Tribal Policy, Early Head Start/Head Start regulations, Environmental Health Standards, and NC licensing regulations.
- Seeks out training, and funding opportunities for improvement and or strengthening of overall services for the program.
- Must complete an annual physical.
- In the event of an emergency or identified immediate need, as determined by the Principal Chief or Vice Chief, participation in preparedness and response operations will be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency/identified need. Employee may also be required to participate in relevant exercises and regular preparedness training.
This position is supervised by program leadership. This position is responsible for supervising assigned personnel.
Experience: Five (5) years of related experience required. Experience in child development or 3 years in program operations, and 1 year supervising or managing others.
Education: Bachelor’s Degree in related field required. or 3 years with an Associate’s Degree.
Licenses & Certifications: Valid, insurable NC CDL "Class P" required or obtain within 1 year of employment. In the interim, valid, insurable NC Driver's License required. Must have CPR/First Aid certification. Proof of vaccination status is required by Head Start Performance standards. All Head Start and Early Head Start staff are required to be fully vaccinated by January 31, 2022.
