Director of Qualla Boundary Head Start
Description

The primary role of the QBHS Director is to ensure the Dora Reed Children's Center and the Big Cove Childrens Center within QBHS/EHS meets and maintains compliance with Tribal, State, and Federal licensure regulations and standards. The EED is the primary point of contact for all aspects of the center program including Dora Reed Children's Center and Big Cove Children’s Center. Oversees all program operations; service areas to ensure safety, health and facility operating standards are met. Serves as main point of contact for the Tribe, State and Federal compliance personnel. Primarily responsible for staff development and ensures all training complies with State and Federal standards. Responsible for fiscal, administrative, and operational functions in the delivery of early childhood development, family and health services to children and parents. The EEDO will interact and have responsibilities to children, families, program personnel, governing boards, and sponsoring agencies, funders, regulatory agencies, the community and the profession.

Responsibilities
  • Plans, directs, and coordinates the formulation of education; early childhood development health services; family community partnerships; program design and management; program governance; and human resources through community assessment and development of subsequent goals and objectives.
  • Supports and works with Parent Policy Council as set forth in the Head Start Performance Standards for grants.
  • Communicates and reports all external summaries, findings, visit reports, to Regulatory and Compliance and the Secretary of CERSProvides direction to subordinates and provides approvals to carry out various plans and activities consistent with program goals, objectives, and policy.
  • Ensures that programs include activities which are developmentally and culturally appropriate and which are inclusive of children with disabilities.
  • Plans and directs curriculum which support and respect gender, culture, language, ethnicity, and family composition.
  • Develops an internal support and communication system which ensures the delivery of quality educational health services, and family support through early childhood development and education; training opportunities for staff and parents; health services; parent trainings as prime educators of their children; and health care access.
  • Works with the Fiscal Manager to develop and write grants for obtaining supplemental funds for services to children, families, and staff.
  • Reviews operating results; initiates and implements program modifications as needed to ensure activities meet the needs and interests of children and parents.
  • Establishes and achieves financial objectives by preparing DRC QBHS/EHS budgets, scheduling and approving expenditures, and analyzing, and summarizing information.
  • Prepares program status reports by collecting, analyzing, and summarizing information.
  • Oversees the purchase of department equipment and supplies.
  • Maintains an effective program through the selection, training, promotion, motivation, and evaluation of program employees.
  • Ensures department personnel and activities are incompliance with all Tribal, OSHA, Tribal, State, and other applicable guidelines and ordinances.
  • Responsible for creating and maintaining a caring, cooperative workplace that respects human dignity, promotes professional satisfaction, and models positive relationships.
  • Maintains DRC QBHS/EHS programs reputation by responding to unusual comments or complaints in a timely manner and represents Tribal policies and procedures on issues.
  • Cooperate with agencies and professionals that share the responsibility for children, supporting families in gaining access to services provided by those agencies and professionals and assisting in the development of community programs and services.
  • Maintains child advocacy throughout immediate area, regional, State, and Federal levels by participating in legislative activities related to early childhood issues.
  • Represents the department on various, committees, seminars, classes, which relate or impact children and families.
  • Oversees the preparation of the DRC QBHS/EHS newsletters, publicity, and news releases.
  • Makes presentations to groups, schools, clubs, etc.in support of early childhood advocacy, education and to promote interest in department activities.
  • Keeps all managers informed of program operations, activities, and unusual circumstances by appropriate communications.
  • Ensures regularly scheduled staff meetings occur and meeting minutes are shared with staff.
  • Performs duties in compliance with established safety procedures and Tribal policy.
  • Must complete an annual physical and TB test.
  • In the event of an emergency or identified immediate need, as determined by the Principal Chief or Vice Chief, participation in preparedness and response operations will be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency/identified need. Employee may also be required to participate in relevant exercises and regular preparedness training.
Scope of Supervision

This position has overall management and supervisory responsibility for the success of the QBHS/EHS programs, activities and personnel. Duties include preparation and administration of budgets and selection, motivation, training, evaluation, and termination of employees. Duties require that long-rang goals and objectives be established. Directly oversees eight (8) employees with total employment within the QBHS/EHS program being 80-125. Works under the general guidance of the Secretary of CERS Division where goals, objective, policies, and procedures are well defined. Works independently with latitude for independent thinking given to achieve ACES goals and objectives.

Minimum Mandatory Qualifications

Experience: Five (5) years of related experience required. Experience in management, fiscal management administration and early childhood education preferred.

Education: Master’s Degree in related field required. Equivalent combination of education and experience may be in lieu of degree, with required related experience of an additional: 2 years with an Bachelor’s Degree

Licenses & Certifications: Valid, insurable NC Driver’s License required. Must be CPR/First Aid Certified. Proof of vaccination status is required by Head Start Performance standards. All Head Start and Early Head Start staff are required to be fully vaccinated.
