MANAGER - TRANSIT
Description

Plans, directs, and oversees the public transportation services for Tribal Programs, residents, and visitors to the Snowbird and QuaIla Boundary in the most economical, safe, and efficient manner possible. Performs a wide range of technical and administrative tasks in support of the Transit department's operations, including contract negotiations and marketing. Assists throughout the department as needed to facilitate the flow of work.

Responsibilities
  • Supervises, coordinates, and participates in the flow of work of the Transit Department to provide transit support to EBCI residents, visitors, and tribal programs.
  • Plans, schedules, routes, and makes work assignments for the most efficient and economic operation of transportation services.
  • Hires, trains, and instructs personnel in proper performance of duties, safety and security procedures, proper use of equipment, and maintenance procedures.
  • Monitors operating condition of all vehicles and ensures cleaning, repair, and maintenance to ensure optimum operation. Monitors condition of building, radio system, and wash shed to ensure cleaning and repair.
  • Develops, prepares, and submits, with the proper approvals, any grant application(s) to provide operational assistance for transit services and programs to meet the various needs of the Transit program.
  • Negotiates contracts for transportation services as needed. Develops and implements fees for leases and transport, determines passenger fees.
  • Monitors budget expenditures, recommends and implements appropriate measures to ensure program operates within established budgets.
  • Monitors vehicle utilization, route ridership, and mileage. Reports these and other pertinent data to grant agency, EBCI Finance, and EBCI Administration.
  • Prepares and/or generates various records and reports including, but not limited to driver's daily time, funding, schedules client billing, and mileage/ridership.
  • Plans and coordinates the preventative maintenance schedules with Motor Pool or other maintenance programs or businesses.
  • Maintains active, working relationships with local service providers to ensure coordination among participating agencies.
  • Resolves issues resulting from passenger complaints according to Transit's operational policies and procedures.
  • Recommends to the Secretary, and the Director - Support Services, changes needed in current policies and procedures needed to improve Transit's operations.
  • Maintains Transit Social Media presence to notify public of updates and promote Transit service.
  • Performs all duties according to established safety guidelines from Federal, State, and local agencies as well as Tribal policy.
  • In the event of an emergency or identified immediate need, as determined by the Principal Chief or Vice Chief, participation in preparedness and response operations will be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency/identified need. Employee may also be required to participate in relevant exercises and regular preparedness training.
Scope of Supervision

This position is supervised by program leadership. This position is responsible for supervising assigned personnel.

Minimum Mandatory Qualifications

Experience: Five (5) years of related experience required. Experience to include 1 year in supervising or managing others.

Education: Bachelor’s Degree in related field required. Equivalent combination of education and experience may be in lieu of degree, with required related experience of an additional: 3 years with an Associate’s Degree.

Licenses & Certifications: Valid, insurable NC Driver’s License required.
