Description

This is a full-time and permanent position where the incumbent will work as a field crew supervisor for both fire and forestry staff. The Supervisory Forester will lead the implementation of inventory, research, and forest management goals as defined by the EBCI Forest Management Plan, co-stewardship plan, and Forestry Manager. The Supervisory Forester will use their knowledge of the principles and practices of technical forestry to carry out EBCI Forest Management plan and Forestry Program goals and interact routinely with USFS staff under the Pisgah and Nantahala National Forest co-stewardship plan. As a crew leader the Supervisory Forester will oversee multiple staff, contractors, and volunteers while conducting field work, as well as maintain the required fire (NWCG), herbicide (NCDACS), and related training. The Supervisory Forester will be responsible for communicating program goals and objectives to technicians, staff members, and cooperators, to ensure deadlines and requirements are met. The Supervisory Forester will report on staff performance to the Forestry Manager. The Supervisory Forester will act as a liaison with and provide forest management services to possessory holders and the general EBCI Community. The Supervisory Forester will be responsible for collection, vetting, storing, and maintaining multiple forms of data, including forest sampling and spatial data, and assist in the effort of building and maintaining a Natural Resources wide GIS and sample collection database. The Supervisory Forester will work closely with and under BIA regulations to satisfy management and reporting requirements to multiple Federal entities. The Supervisory Forester will participate in wildland fire management and will be expected to progress in fire training level (NWCG) and incident management training (NIMS). The Supervisory Forester will work with the Forestry Manager and other EBCI staff to plan and implement cross discipline research, monitoring, management insuring scientific rigor in design and implementation.

Responsibilities
  • Obtain and maintain appropriate training for wildlife fire, herbicide application, and National Incident Management
  • Assists with implementation of the objectives and goals of the EBCI Forest Management Plan, Integrated Natural Resource Management plan, Tribal Forest Protection Act agreements, Good Neighbor Agreements, and Co-stewardship documents.
  • Performs independent stand assessment and vegetation mapping.
  • Formulates burning priorities, harvest prescriptions and land management plans based on tribal management objectives, site characteristics, timber stand composition and structure, forest health, and non-timber resources.
  • Develops prospectus, appraisal, contract, and other documents as necessary for the preparation of timber sales for advertisement.
  • Prepares appropriate documents on proposed forest practices and harvest plans as required for compliance with applicable regulations and permits.
  • Coordinates compliance with relevant federal laws for forest management work including but not limited to the National Environmental Policy Act, Endangered Species Act, and National Historic Preservation Act.
  • Oversee the work conducted by contractors including evaluation of work, meeting of deadlines, and securing data collected.
  • Conducts research and assessment of external governmental policies impacting Tribal natural resources including non-timber forest products.
  • Prepares reports and maintains forest practices files.
  • Engages with Governmental agencies regarding polices, projects, agreements, and techniques
  • Works with tribal staff community leaders, and cooperators to integrate traditional ecological knowledge into forest management practices.
  • Provides presentations related to forestry and forest products and be able to represent the program in the community.
  • Conducts site visits with landowners in order to plan and conduct inventory and planning data.
  • Prepare appropriate documents on proposed forest practices and harvest plans as required for compliance with applicable Tribal codes, permits, NEPA, BIA, USFWS, and USFS.
  • Performs basic pre-sale field duties, such as timber marking, cruising, and mapping.
  • Prepares prescriptions for harvest treatments, prepares written guidelines and provides verbal instruction on timber marking to crews.
  • Works with Tribal GIS to prepare and maintain maps and data as pertinent to or required for ongoing forest management activities, collects and processes GPS data for forest inventory and management activities.
  • Compiles appraisal and cruise data as required to report timber sale volumes.
  • Monitors timber stands for symptoms of insect and disease problems or infestation.
  • Prepares proposed update to the Five-Year Operating plan, including prioritizing and scheduling of proposed forest practices, activities, and follow up treatments.
  • Oversees the inventory and maintenance of program vehicles, equipment, and PPE.
  • Supervise chemical & biological Management of insect, disease and weed pests.
  • Attends meetings and various trainings as required.
  • Operates a program computer, general office equipment, or other equipment as necessary to complete essential functions, to include the use of word processing, Microsoft publisher, excel, database, or other system software.
  • Works as a self-starter with minimal direct supervision to assess priorities and daily tasks.
  • Other duties as assigned.
Scope of Supervision

This position is supervised by Forestry Manager. This position is responsible for supervising Forestry and other field technicians, contractors, volunteers, and students.

Minimum Mandatory Qualifications

Experience: Three (3) years-related experience is required. Experience to include forest management practices including forest project management, planning, implementation of prescribed or cultural fire practices and herbicide application.

Education: Undergraduate degree in forestry, botany, natural resource management, or similar program and possess or meet the requirements to obtain registration by the North Carolina Board of Registration for Foresters. Master’s degree will account for 2-years of experience and PhD degree will account for 4-years of experience.

Licenses & Certifications: Must be able to obtain North Carolina Registered Forester status and pesticide applicators license within one-year of employment, Valid insurable NC driver’s license.
