Environmental Regulatory Specialist
Description

Development and coordination of environment al reviews and/or environmental assessments for projects on Tribal Properties. This position is created to ensure compliance with applicable environmental regulations primarily for construction projects with a special emphasis on housing and infrastructure projects.

Responsibilities
  • Develops environmental reviews and/or environmental assessments in accordance with National Environmental Policy Act, Clean Water Act, Endangered Species Act, and other tribal and federal guidelines.
  • Reviews land development applications and documents for impact on natural resources.
  • Serves as the “Floodplain Administrator” to administer and implement the provisions of C.C. Chapter 143.
  • Inspects potential construction areas to determine applicable environmental laws.
  • Coordinates work schedules to minimize construction delays.
  • Performs work in a manner to best utilize time and resources of the department.
  • Maintains files and records as required by position.
  • Files applications and reports with Federal, states and local regulatory authorities as required by law.
  • Performs other job duties as required by supervisor.
  • Completes and maintains accurate time sheets.
  • Travels as required on a periodic basis to attend training and represent Tribe.
  • Conducts Threatened and Endangered Species surveys and assessments.
  • Conducts underground storage tank inspections following EPA guidelines.
  • Assists with wildlife habitat implementation projects.
  • Helps complete USDA and other grant projects.
Scope of Supervision

This position is not responsible for supervising others. Works under the general supervision of the Natural Resources Manager. Works well with little or no supervision. Follows well-defined policies and procedures when performing job duties. Must be a self-starter and well organized. Must be able to plan projects and carry projects out in timely fashion.

Minimum Mandatory Qualifications

Experience: One (1) year of related experience required.

Education: Bachelor’s Degree in related field required.

Licenses & Certifications: Valid, insurable NC Driver’s License required.

Key Job Knowledge
  • Employee should have a sound understanding of federal, tribal, and state environmental laws, especially the National Environmental Policy Act (NEPA) and Clean Water Act (CWA).
  • Applicant should be familiar with the Endangered Species Act and should have knowledge in the identification of Federally Threatened and Endangered Species that may reside on the Reservation as well as habitat for these species.
  • This position will be given a moderate amount of guidance from federal agencies and Tribal representatives.
  • Must have a moderate knowledge of the policies, procedures and guidelines for environmental reviews and assessments.
  • The employee must represent the Tribe in a positive manner to outside agencies and organizations.
  • Employee should feel comfortable with various forms of communication including writing and oral presentations as required.
  • Must be able to work independently and as a member of a team.
  • Requires the ability to use a variety of tools and equipment.
