Description

Plans, develops, directs, and administers the functions of the Cherokee Indian Police Department in accordance with overall Tribal objectives while complying with Tribal, State, and Federal regulations. Ensures development of police department programs and staff to enhance the effective utilization of the resources for organizational growth. Supervises, trains, motivates, and instructs departmental personnel on assigned watch. Maintains good police relations with the community, Tribal, State, and Federal agencies by providing comprehensive quality service. Maintains integrity of all aspects of the police department through policy application, policy compliance, and policy enforcement. Serves as third in level of authority in the absence of the Chief of Police and appropriate Captain.

Responsibilities
  • This position performs all responsibilities incumbent upon a sworn law enforcement officer.
  • Conducts briefings and roll call at the beginning of watch, prepares and distributes assignments in accordance with applicable guidelines and procedures (e.g. overtime, leave, etc.).
  • Instructs, motivates, trains, develops, and supervises the work of police officers and other pertinent staff on assigned watch.
  • Assists in the evaluation and counseling of employees as well as makes recommendations regarding corrective actions.
  • Utilizes the Performance Management Process pursuant to Tribal policy to assist in evaluating direct reports annually, assist in setting goals and objectives, professional and personal development, and ensure compliance with appropriate certifications and licensures.
  • Monitors and maintains all CIPD standard forms, including but not limited to daily/monthly reports, and/or log books, according to departmental policy.
  • Ensures that all CIPD property, assigned vehicles, and equipment are cleaned and maintained in a safe and efficient manner through periodic inspections. Creates and maintains vehicle maintenance log to ensure proper working order as needed.
  • Assist with daily operations of the CIPD, including but not limited to, prioritizing calls, answering and investigating calls to service as needed or other applicable activities.
  • Serve or assign paper service duties in accordance with proper time guideline from the Tribal, State, or Federal Court systems.
  • Ensures officer uniforms meet requirements and regulations of the department.
  • Plans, develops, and implements programs in the community to ensure outreach and community education; Ensures CIPD participation in Community Watch Program.
  • Prepares and/or ensures the accuracy of incident reports, citations, and supplemental documents. Schedules downtime to ensure officer accuracy, completeness, and efficiency of pertinent documents.
  • Assigns officers as Field Training Officer (FTO) to train new officers.
  • Ensures officers attend scheduled court appearances in Tribal, State and Federal cases.
  • Instructs officers in safety guidelines both operational and tactical, including but not limited to, searching of buildings, refine car stops, searching and cuffing of prisoners, domestic service, bank drops, prisoner transport, court security, and manual procedures.
  • Performs all duties according to applicable safety guidelines, Tribal policy, and police department protocol.
  • Will be required to work varied hours and shifts including but not limited to days, evenings, nights, weekends, holidays and rotating on-call schedule to include being on call 24/7.
Scope of Supervision

Assigns daily details to subordinates. Determines work assignments and priorities of subordinates. Recommends disciplinary actions and promotions of subordinates to the Captain – Patrol. Instructs officers in department policy and informs subordinates of policy changes. Must motivate subordinates by maintaining morale and providing a professional example. Trains squad in officer safety tactics and job skills. Counsels subordinates when requested in times of crisis. Manages manpower within the squad to ensure proper coverage of EBCI trust land. Must also investigate and respond to citizen complaints against officers under his/her command. Must determine the need for SWAT Team intervention and forwards these requests up the levels of authority (chain-of-command). Directly supervises the work of assigned officers on two shifts. Maintains all training and field orientations throughout the probationary period until trainee receives proper Federal and State certifications. Gives preliminary approval for release to full field duty, and forwards this to proper officials for final approval. Reports to assigned Captain. Typically only unusual or non-routine situations will be referred to the supervisor. Latitude for independent thinking and initiative is given in the attainment of goals and objectives.

Minimum Mandatory Qualifications

Experience: Five (5) years of related experience as a sworn police officer is required. Experience to include supervision in law enforcement.

Education: Associate’s Degree in related field required. Equivalent combination of education and experience may be in lieu of degree, with required related experience of an additional: 3 years with a High School Diploma/GED equivalent.

Licenses & Certifications: Valid, insurable NC Driver’s License required. Must be at least 21 years of age. Must possess a NC Basic Law Enforcement Training Certification and CPR/First Aid Certification. Must pass the firearms qualification with a score of 90 or above. Must pass a physical examination and psychological evaluation within 30 days of hire. Must be in good standing and remain certifiable with the North Carolina Law Enforcement Justice Education and Training Standards Commission.
