Treasury Analyst
Description

Oversees VITA (Volunteer Income Tax Assistance), including planning, conducting, and evaluating the program. Helps administer the Minors Trust Fund disbursements process, including communicating with plan participants. Prepares financial education programs and helps conduct training on financial literacy for enrolled members and Tribal employees. Aids the Treasury Specialist with the analysis monitoring of investment and cash accounts of the Eastern Band of Cherokee Indians and administering the day­ to-day operations of the Minors Trust Fund, Endowment Fund I & II, Debt Service Sinking Fund, Elected Officials Pension, and other investment accounts of the Tribe.

Responsibilities
  • Plans, markets, conducts, and analyzes the VITA program, including reviewing tax returns completed by volunteers
  • Helps administer the disbursements process from the Minors Trust Fund including staggered and early disbursements in coordination with the Enrollment Office, Disbursements, investment consultants, record keepers, managers, and other relevant parties.
  • Serves as the intake coordinator for Minors Trust Fund applications, including reviewing applications and communicating with plan participants
  • Analyzes cash flow activity of investment and cash accounts and provides reports on the opening value, cost basis, interest/dividend earnings, realized and unrealized gains/losses, fees and ending market values of accounts.
  • Prepares financial educational materials and helps conduct training on financial literacy for enrolled members and Tribal employees. Including planning, developing, and executing programming, materials, and events both in-house and with third party providers.
  • Collaborates with local educational entities including schools, day cares, after schools, Cherokee Boys and Girls Club, and others.
  • Collects and organizes a library of financial literacy education materials.
  • Attends training as necessary for the improvement of job performance and knowledge. This includes “train the trainer” activities to allow the position to deliver content.
  • Coordinates with and facilitate work of volunteers, interns, and other individuals.
  • Maintains and updates the EBCI personal finance curriculum website.
  • Assists with Investment Committee meetings as needed.
  • Assists auditors, agencies and others with questions and information as requested.
  • Maintains all files, records, reports, and logs as required.
  • Performs all duties in accordance with Tribal polices and guidelines.
Scope of Supervision

Responsible for professional, timely and accurate work product that meets the goals and objectives of the Office of Budget & Finance. This position is supervised by the Treasury Specialist. This position is not responsible for supervising others.

Minimum Mandatory Qualifications

Experience: Four (4) years of related experience required.

Education: Bachelor’s Degree in related field required.

Licenses & Certifications: Valid, insurable NC Driver’s License required.
