Description

To provide leadership, oversight and strategic direction for the Office of the Treasurer. The Treasurer shall provide leadership related to financial matters of the Eastern Band of Cherokee Indians, working closely with and under the general direction of the Secretary of Treasury. The Treasurer must remain constantly aware of federal, tribal and state legislation that may impact the Eastern Band of Cherokee Indians. The Treasurer will be the primary point of contact for professional networks such as banking relationships, professional organization contacts, financial consultants and advisors, and other professional relationships that are beneficial to the Eastern Band of Cherokee Indians.

Responsibilities
  • Directs the day-to-day operations of the Office of the Treasurer
  • Ensures staff engage in regular value creation, process improvement, and performance management projects in order to achieve a High Performance Organization
  • Ensures that the highest levels of effective communication, accountability, transparency and performance management are implemented and maintained
  • Updates policies, procedures, workflows, and recommends amendments to Tribal Law (The Cherokee Code), as required in order to effectively accomplish Office of the Treasurer initiatives.
  • Provides technical advice and leadership in the development of strategic financial planning on behalf of the Eastern Band of Cherokee Indians
  • Oversees all cash flow activity and is responsible for developing and refining reporting mechanisms to update leadership on all pertinent aspects of cash and investment accounts
  • Oversees the investment of tribal funds, including the Minors Trust Fund, Debt Service Sinking Fund, Endowment I and Endowment II. If directed by the Secretary of Treasury, serves as a voting member of the Investment Committee. Is responsible for oversight of the administrative functions of the committee. Is the primary point of contact in managing relationships between retained investment consultants, financial advisors, custodians, record keepers, legal advisors, money managers, trustees and other professionals
  • Oversees the Elected Officials and Tribal Council Pension Plan. When directed by the Secretary of Treasury, serves as a voting member of the Elected Officials Pension Committee. Is responsible for oversight of the administrative functions of the committee. Is the primary point of contact in managing relationships between retained investment consultants, financial advisors, custodians, record keepers, legal advisors, money managers, trustees and other professionals.
  • Oversees banking relationships on behalf of the Eastern Band of Cherokee Indians including the daily banking transactions including but not limited to; wire transfers, cash management, debt payments, management of bank notes, bank statement reconciliation, reimbursement of accounts, and other related functions.
  • Oversees Minors Trust Fund administration, including policies, procedures, disbursements, participant platforms, and communication with participants.
  • Oversees the annual audit
  • Oversees the tracking, recording, and reporting of all entity distributions to the Tribe.
  • Oversees VITA (Volunteer Income Tax Assistance), including planning, conducting, and evaluating the program.
  • Oversees financial literacy programs for enrolled members and Tribal employees.
  • Treasurer shall assist in the compilation of the tribes annual combined financial statements, assists with footnote disclosure, presents to external auditors or other agencies on an interim basis as required, and on an annual basis
  • Assists auditors, agencies, and others with questions and information as requested
  • Maintains all files, records, reports and logs as required
  • Performs all duties in accordance with Tribal polices and guidelines
  • Performs other duties as assigned.
Scope of Supervision

Works under the general guidance of the Secretary of Treasury. Has latitude for independent thinking and judgment in the attainment of goals and objectives of the Office of Budget & Finance. Must be able to perform duties independently and possess the ability to work as part of a team. Responsible for professional, timely and accurate work product that meets the goals and objectives of the Office of Budget & Finance. This position will be responsible for the work product and professional performance of staff. Responsible for ensuring own work product and work product of staff is accurate and timely, generally free from error, and in accordance with the policies and procedures of the Office of Budget & Finance and completed in the attainment of the goals and objectives of the Office of Budget & Finance.

Minimum Mandatory Qualifications

Experience: Five (5) years of experience in tax, finance, or accounting with at least two years of progressive supervisory experience.

Education: A Master’s degree in Accounting, Finance, or Business Administration is required, or must hold a current North Carolina licensure as a Certified Public Accountant (CPA).

Licenses & Certifications: Valid, insurable NC Driver’s License required.
