Oversees, coordinates, and manages the activities of departmental staff, project coordinators, construction crews, contractors, inspectors, and other vendors/agencies/individuals involved in the preparation and development of home sites and access roads.
- Oversees, on a daily basis, the duties, performance, and attendance of his/her department staff and assigned construction crews to ensure compliance with Housing & Community Development Division policies and procedures and work priorities.
- Prepares job specifications, solicits bids, prepares contract documents, negotiates contract terms, and makes contract awards pursuant to Tribal procurement guidelines and procedures.
- Ensures all work is procured in accordance with the TERO guidelines and procedures.
- Oversees, on a daily basis, the performance and production of selected contractors to ensure compliance with the terms and time frames within contract documents and job specifications.
- Works with the department Project Coordinators to address all technical issues related to field operations.
- Receives and follows up on all program related applications, complaints, etc.
- Prepares an effective work schedule to ensure the smooth performance of the various aspects of departmental operations.
- Manages multi-million-dollar departmental annual budget for site preparation.
- Prepares accurate itemized materials and labor estimates for budgetary and scheduling purposes. Prepares an implementation schedule showing progress per phase for project completion date determination.
- Prepares and submits a monthly progress/operations report to the Director.
- Performs on-site inspections to ensure all work is performed in compliance with all codes and regulations as applicable, and to ensure timely project completion.
- Ensures all work is ready for the appropriate inspection and its officials.
- Works in conjunction with other departments, EBCI, QHA, Boy's Club/HIP and Federal agencies and officials, etc.
- Ensures all work is followed up on and documented in a timely manner (mainly warranty related contracts).
- Coordinates and performs preliminary site inspections with the inspection team, demonstrating initiative to deliver projects that not only meet, but exceed expectations.
- Ensures availability to work additional hours as needed on projects.
- In the event of an emergency or identified immediate need, as determined by the Principal Chief or Vice Chief, participation in preparedness and response operations will be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency/identified need. Employee may also be required to participate in relevant exercises and regular preparedness training.
Supervises office staff, contractors, and any related construction crews. Work in conjunction with the department Project Coordinator (in the event of disagreements, the final decision shall be made by the Secretary of Administration & Public Works. Sign off on all office staff time sheets, contractor invoices, requisitions, and purchase orders. Enforces the EBCI Personnel Policy for all employees. Supervises assigned employees and contractors. Incumbent is accountable to the Director - Housing, and the Secretary of Housing. Position reports directly to the Director - Housing.
Experience: Five (5) years of related experience required. Experience to include planning, construction and project management, and administration, as well as supervision or management of others.
Education: Bachelor’s Degree in related field required. Equivalent combination of education and experience may be in lieu of degree, with required related experience of an additional: 5 years with a High School Diploma/GED equivalent; or 3 years with an Associate’s Degree.
Licenses & Certifications: Valid, insurable NC Driver’s License required.
