Commercial Property Specialist
Description

Supports building rental efforts by providing research, data, and marketing of the commercial interest of the Eastern Band of Cherokee Indians. Develops and implements marketing strategies and establishes relationships between the business/retail community and the Eastern Band of Cherokee Indians. Manages commercial real eState in accordance with the management/lease agreements. Involved in all aspects of day-to-day operations of the property, including accounting, tenant relations, maintenance and repair, security, janitorial services, landscaping, snow removal, etc. Handles tenant complaints and service request and must be familiar with the terms of tenant leases. Assists in the preparation of the annual budget, reporting and financial performance of the property. Performs a variety of administrative, professional, and technical functions in screening and evaluating building rentals that are Tribal assets under the direction of the Director of Enterprise Development. Areas of responsibility include, but are not limited to, budget establishment and utilization, monitoring billing, accounts receivable, contracting, compliance, and procurement. Maintains detailed personnel records of departmental personnel, specific financial files, and ensures accurate policy information is kept up to date. Maintains effective communication links between Tribal programs, Tribal resources, contractors, building lessees and outside resources.

Responsibilities
  • Research, markets, recruits, plans, and manages development of new and expanding retail business.
  • Coordinates with Tribal programs to evaluate and recommend enhancements to current policies and practices, monitor current trends, analyze information, and develop proposals that will help and attract retail businesses.
  • Negotiates development agreements with clients after determining project parameters, including analyzing and interpreting fiscal and economic impacts and presenting to Tribal leadership and personnel.
  • Manages the recruitment of retail business by researching companies and industries, developing strategic and marketing plans, generating business leads, representing the tribe at trade shows, preparing, and providing presentations and proposals to private sector executives, and negotiating agreements of behalf of the Eastern Band of Cherokee Indians.
  • Prepares grant compliance documentation, maintains grant records, and grant financial reports as required and if necessary, processes drawdown requests, grant closeouts, and monitor grant income and expenses in compliance with grant policies and Tribal Accounting Policies.
  • Prepares and/or assists projects with semi-annual and annual balanced budget act report, ensuring a balanced budget is submitted for Building Rental.
  • Monitors and reviews financial Statements, reconciliations, income report and expenditures.
  • Respond to tenant requests/problems in a timely and courteous manner and generate work orders directed to vendors or maintenance staff. Follow-up with tenant to ensure satisfactory resolution of the issues. Ensure that there is always 24-hour emergency coverage for the property.
  • Conduct periodic inspections of the property and tenant spaces to ensure compliance with leases and the proper upkeep of the property.
  • Ensure that property and lease files are properly maintained and kept up to date in accordance with company policies.
  • Manages and administers tenant occupancy including providing the new tenant with an introduction letter regarding emergency contacts, insurance requirements, rent collection procedures, and maintenance request procedures.
  • Maintain and log all of property information into property database and establish reporting protocols for maintenance requests, preventative maintenance, vendor and tenant certifications of insurance and key lease date tracking. Monitor all key dates and reporting within the property database.
  • Creates and implements Property Management Plan, Preventative Maintenance Policies and Procedures and Property Operations Manual.
  • Maintain property by addressing tenant complaints, completing repairs, contracting landscaping and snow removal companies, and enforcing rules of occupancy.
  • Coordinate maintenance schedule with contractors and tenants.
  • Create, mentor, and manage a cohesive property maintenance plan
  • Research, markets, recruits, plans, and manages economic development efforts of new and expanding retail business.
  • Coordinates with Federal and private grant sources on the development of economic development grant applications for qualified business ventures.
  • Assists with specialized promotional functions of the Department.
  • Coordinates with Tribal programs to evaluate and recommend enhancements to current policies and practices, monitor current trends, analyze information, and develop proposals that will foster economic development.
  • Promotes and develops the Eastern Band of Cherokee Indians by recruiting and expanding economic development initiatives in the community.
  • Maintains all client databases, records, files, logs, and reports as required by the Department.
  • Serves as the primary contact for retail clients considering Cherokee for site location from project inception to completion.
  • Identifies existing inventory of available raw land, buildings, and facilities for recruitment and retention of business for the Eastern Band of Cherokee Indians; coordinates with other departments and/or Tribal programs to facilitate zoning, permitting, and other issues.
  • Creates presentations and makes recommendations to take actions to increase commercial activity, identification of retail development and available business leases, distribution of marketing materials, and other client and community needs.
  • Performs all duties according to established safety guidelines and Tribal policies.
  • Provides timely information and support to assist the Director in accomplishing relevant assignments
  • Collaborates with the Director to meet departmental goals and objectives including performing duties related to special projects and/or other activities undertaken by the Division.
  • On call 24/7, for emergency situations.
Scope of Supervision

This position is supervised by program leadership. This position is not responsible for supervising others.

Minimum Mandatory Qualifications

Experience: Five (5) years of related experience required. Experience in business development, economic development, or related field.

Education: Bachelor’s Degree in related field required. Equivalent combination of education and experience may be in lieu of degree, with required related experience of an additional: 6 years without a High School Diploma/GED equivalent; 5 years with a High School Diploma/GED equivalent; or 3 years with an Associate’s Degree.

Licenses & Certifications: Valid, insurable NC Driver’s License required.
