Oversees various duties in the prevention, reduction, detection, enforcement, and investigation of: civil unrest, disturbances, violent crimes, traffic laws (motor vehicle laws), traffic crashes/accidents-including but not limited to severe injury or property, domestic disturbances, property crimes, pursuit and apprehension of suspects: including but not limited to fleeing, probation and parole absconders, and violent offenders, and general protection of persons and property. Will govern and enforce the jurisdictional responsibilities upon EBCI trust lands by enforcing all; North Carolina, Federal, and Tribal Laws andordinances. Special Operations Officers shall coordinate the maintenance and service of Cherokee Court civil process, and Criminal paper and warrant service.
- This position preforms all responsibilities incumbent upon a sworn law enforcement officer.
- Receive assignments, instructions, and related information of previous reports and/or associated calls for service fromthe from the Sergeant - Special OPS and when applicable may receive assignments from the Captain - Corrections and/or Chief of Police in the absence of assigned supervisor per chain of command.
- Transport inmates and involuntary commitments (IVC) to and from jail facilities and provide transportation to and from medical appointments, trial dates, court hearings, etc.
- Coordinate with the Clerk of Court to efficiently maintain and serve Civil Process and address any issues of policies and procedures that hinder the service of Civil Process.
- Serve warrants and other legal documents as required for Tribal, State and Federal Courts (i.e. orders for arrest, contempt orders, subpoenas, criminal summons, etc.).
- Assist with Cherokee Tribal Detention jail searches, when asked to assist.
- Will assist with investigations in the Cherokee Tribal Detention and pursue charges as required by law, when asked to do so by superiors.
- Will provide security for Cherokee Tribal Detention inmates that are hospitalized.
- Must complete required documentation and transport logs for inmate/mental health transports.
- Receives information from Legislative Branch and Executive Branch regarding any situations that may require special attention.
- Maintains heightened visual observations for unusual or suspicious persons in offices, by making random tours through the Tribal Complex buildings.
- Maintains order and crowd control at all Tribal Council meetings, Tribal Committee meetings, public gatherings and special events (i.e. powwows, holidays).
- In the event of an active shooter or other crisis, will be solely responsible for the safety of the public and personnel in the tribal building.
- Maintains assigned vehicle in clean and orderly condition; schedules routine maintenance as required.
- Maintains and prepares investigative, incident reports, or file logs on all types of crimes and calls for service, including but not limited to narratives, investigative activities, officer activities, recaps, summaries, arrests, etc.
- Respond to public requests for assistance, which can range from minor incidents to life threatening situations.
- Make court appearances as required to present evidence and provide testimony including but not limited to Grand Jury in Federal, State, and Tribal Courts
- Must be able to frequently interact with moderately volatile offenders, with a significant portion being highly volatile and physically assaultive. Maintain a professional demeanor and emotional self-control when subject to verbal and mental abuse by offenders and others during unexpected crises, emergencies, and highly emotional confrontations
- Operates two-way radios, both mobile and hand held units, to receive instructions and to report actions or situations to Central Dispatch office.
- Performs all job duties according to established safety established safety guidelines and Tribal policies.
- Take initiative and/or action to prepare, detain, serve, arrest, apprehend, or release of suspects, criminals, or violators while following the specified procedures and policies to ensure the rights of the criminal/juvenile and protection of the officer.
- Must protect and process the scene in the event of an accident, and/or administer Narcan and/or administer first aid and/or CPR until EMS arrives, protect, process, and login in evidence, photographs, drawings, video footage, etc. take charges out based on investigation findings of traffic related deaths, injury, and/or property damage.
- Provides enhanced prevention and enforcement of Driving While Impaired (DWI) laws by investigating complaints, irregularities, unusual or suspicious circumstances pertaining to accidents or reports of DWI.
- Assists Cherokee Indian Police Department as needed.
- Will be required to work varied hours and shifts including but not limited to days, evenings, nights, weekends, holidays and rotating on-call schedule to include being on call 24/7.
This position is not responsible for supervising others. Reports directly to the Sergeant - Corrections. When applicable, may receive assignments from the Captain - Corrections and/or Chief of Police in the absence of assigned supervisor per chain of command. Typically only unusual or non-routine situations will be referred to the supervisor. Latitude for independent thinking and initiative is given in the attainment of goals and objectives.
Experience: Three (3) years as a sworn patrol officer is required.
Education: High School Diploma or GED Equivalent required.
Licenses & Certifications: Valid, insurable NC Driver’s License required. Must be at least 21 years of age. Must possess a NC Basic Law Enforcement Training Certification and CPR/First Aid Certification. Must pass the firearms qualification with a score of 90 or above. Must pass a physical examination and psychological evaluation within 30 days of hire. Must be in good standing and remain certifiable with the North Carolina Law Enforcement Justice Education and Training Standards Commission. Must be able to pass a background and be eligible to receive and maintain an adjudication by a certified adjudicator.
