Manager - Juvenile Services
Description

Directs the overall management, operation, and personnel of the Juvenile Services Program for clients less than 16 years old (except that prior adjudication may continue to the age of 18), not married, emancipated, or a member of the Armed Services, and who is at least six years of age living within the jurisdiction of the Cherokee Tribal Court. Supervises the program to assure it meets all requirements and standards set forth in the Cherokee Juvenile Code.

Responsibilities
  • Organizes and facilitates the operation of Juvenile Services.
  • Provides appropriate referral services to juveniles and their families in an attempt to divert clients from the Juvenile Justice System.
  • Oversees the day-to-day operations of Juvenile Services administrative functions and personnel.
  • Responsible for assisting Juvenile officers with paper service.
  • Assists Juvenile officers with investigations of sexual offenders, ages 12 - 16.
  • Responsible for updating and revising Juvenile Code.
  • Prepares documents for review by the Tribal Prosecuting Attorney.
  • Assists the juvenile client and his/her family in preparation for court proceedings.
  • Provides case management through multidisciplinary meetings with all service providers.
  • Serves as an advocate for juveniles by facilitating and implementing services to meet the needs of youth.
  • Maintains communication with State and Federal agencies for the juveniles and their families.
  • Develops, creates, implements, and evaluates services designed for EBCI youth within the Qualia Boundary.
  • Educates and communicates with the community regarding Juvenile Services and identifies resources for youth.
  • Writes and pursues grants for funding future programs of Juvenile Services.
  • Ensures required files and information for local, State, and Federal reports are maintained and submitted as required.
  • Performs all duties according to established safety guidelines and Tribal policies.
  • In the event of an emergency or identified immediate need, as determined by the Principal Chief or Vice Chief, participation in preparedness and response operations will be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency/identified need. Employee may also be required to participate in relevant exercises and regular preparedness training.
Scope of Supervision

Has direct responsibility for the successful operation of the Juvenile Services Program, methods, personnel, and budgets. Directly supervises three employees including the Administrative Assistant, Court Counselor, and Intake Counselor. Works under the general direction of the Director - Human Services. Has latitude for the exercise of initiatives, discretion, and independent judgment within the assigned programs within the department.

Minimum Mandatory Qualifications

Experience: Five (5) years of related experience required. Experience to include 3 years of supervisory work in a related field.

Education: Bachelor’s Degree in related field required.

Licenses & Certifications: Valid, insurable NC Driver’s License required.
