Description

The primary function of this position is the oversight and management of all activities within the Snowbird & Cherokee County division (SB/CC), which includes, but is not exclusive to: the Snowbird Library, Graham County Indian Education, Snowbird Recreation, Snowbird Youth Center Housekeeping, The Help Housing Building Maintenance Program, The Health and Family Services Program,and The Language and Culture Program , The incumbent is responsible for the overall operation of the assigned area including services, staffing, budgeting, and reporting. The incumbent is also responsible for compliance with performance standards, Federal, State, funding or other agency requirements and regulations. The incumbent has responsibility for the fiscal, administrative, and operational functions. Responsible for ensuring all activities relating to the division are accomplished in such a way that the goals, programs, and policies of the EBCI are implemented.

Responsibilities
  • Responsible for managing each respective program within budgeted resources.
  • Assists EBCI with development and planning and strategic plans.
  • Responsible for periodic grant evaluation.
  • Performs research, reviews financial impact of programs and policies reviews legal impacts of programs and policies and procedures with the Principal Chief, and reviews operational impact of programs and policies and procedures with program directors/managers.
  • Meets with the Principal Chief seeking information, definition, objectives, and guidance on priorities, timetables, etc., of proposed projects and program updates.
  • Performs research on and submits proposals relating to changes in policies, proposed solutions to problems and new program initiatives; reviews major activities of all departments and ensures that activities are consistent with the policies and objectives of the EBCI.
  • Delegates authority to program supervisors/managers relating to purchasing, records, assessment, collections, and management information systems.
  • Consults with the program supervisors/ managers to create goals, timetables, reporting procedures, and resource allocation.
  • Reviews changes in staffing, organization, planning, goals, and major acquisitions of equipment, new systems, etc., with program supervisors/managers.
  • Conducts interviews, hires, supervises trains, evaluate performance, applies progressive discipline, and approves merit increases, vacation schedules, etc., of subordinate staff.
  • Reviews staffing performance in each respective program; keeps Principal Chief informed of all goals, progress and problems; meets with appropriate program supervisors/managers to address problems and to develop plans of action.
  • In the event of an emergency or identified immediate need, as determined by the Principal Chief or Vice Chief, participation in preparedness and response operations will be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency/identified need. Employee may also be required to participate in relevant exercises and regular preparedness training.
Scope of Supervision

Supervision consists of duties including budget, personnel issues, program goals and objectives, and more. The incumbent establishes guidelines by translating the goals and strategies of a project into meaningful work assignments for all aspects of project development. The incumbent is considered a professional employee with judgment skills and knowledge necessary to apply established guidelines in the most effective and efficient manner benefiting the project circumstances. The incumbent may change guidelines with new project assignment to insure the most effective procedures for accomplishing objectives; this change may include staff assignments, outside work relationships with agencies and individuals, and resource allocation and utilization.

Minimum Mandatory Qualifications

Experience: Seven (7) years of related experience required. Experience to include five (5) years in program management and (5) years supervising or managing others.

Education: Bachelor’s Degree in related field required.

Licenses & Certifications: Valid, insurable NC Driver’s License required.
