Fire Captain
Description

To perform first level command of the firefighting company that is operating at the scene of any natural or man-made disaster including fires, rescues, EMS, and Haz-Mat scenes. Prior to the arrival of the Assistant Chief, the Captain commands all forces operating at the alarm. Secondary duty is to supervise the day to day activities of all the stations, to set station policies for all shifts, manage shift staffing, establishment and monitoring of the shifts and department policies. Duties include maintaining discipline, submitting personnel review reports, assigning duties, conducting training sessions, maintaining reports and records and responsible for the overall operation of the stations. Acts in the capacity of the Assistant Fire Chief when the Assistant Fire Chief is absent.

Responsibilities
  • Implements department goals and objectives. Establishes work priorities, work schedules, and coordinates work to be accomplished by each shift. Responsible for daily log, emergency calls and reports, overtime and injury reports.
  • Acts as Command Officer at fire, medical, hazardous materials incidents, disasters, and other emergencies, until properly relieved as directed by the Assistant Chief.
  • Investigates all fire causes and losses at minor fire scenes. Works with Fire Marshal on major fire scenes.
  • Participates in daily training exercises and classroom lectures. Conducts classes for shift.
  • Performs Fire & Life safety inspections, supervises shift inspections, assigns work projects, and approves completed work.
  • Conducts demonstrations, tours, public speeches on fire safety, fire prevention, CPR, fire extinguishers, first aid, and other subjects to the public.
  • Responds to employee complaints, complaints from the public, information and guidance requests from the public.
  • Maintains discipline and insures that personnel follow department rules and regulations.
  • Responsible for cleanliness of stations and maintenance of apparatus, tools, equipment, and all other fire department property; enforces established policies for all stations.
  • Supervises the preparation of payroll records, inventory supplies, and purchase order requests.
  • Researches and prepares reports, special projects, Standard Operating Procedures and record keeping, as required.
  • Makes recommendations for discipline, transfer, and promotion.
  • May be deployed on State and regional swift water search and rescue details.
  • Participates in daily physical fitness.
Scope of Supervision

Is responsible for shift operations, methods, equipment, and personnel. Instructs, motivates, counsels, evaluates, and determines work priorities of subordinates. Directly supervises assigned Lieutenants consisting of three to six employees. Works under the general supervision of the Assistant Fire Chief. Work is performed independently in accordance with departmental rules with unusual and non-routine situations being referred to the Fire Captain. Latitude for independent thinking is given in the attainment of departmental goals and objectives

Minimum Mandatory Qualifications

Experience: Seven (7) years experience in Fire and Rescue with direct experience fighting fires is required. Experience must include a minimum of four (4) years in a leadership position.

Education: Associate’s Degree in related field required. Equivalent combination of education and experience may be in lieu of degree, with required related experience of an additional: 3 years with a High School Diploma/GED equivalent.

Licenses & Certifications:

Valid, insurance NC CDL "Class B" required. North Carolina Firefighter II certificate. North Carolina Fire Inspection ICertification (NFPA-1031). North Carolina Emergency Medical Technician (EMT) License. North Carolina Rescue Technician Certification (NFPA-1006). A minimum of two (2) Technical Rescuer certifications (NFPA-1670). North Carolina Driver/Operator – Pumps (NFPA-1002). North Carolina Driver/Operator – Aerial (NFPA-1002). Completion of the following courses, as described by the United States Federal Emergency Management Agency; ICS-100: Introduction to the Incident Command System, ICS-200: ICS for Single Resources and Initial Action Incidents, ICS-300: Intermediate ICS for Expanding Incidents, ICS-400: Advanced ICS Command and General Staff, ICS 700: National Incident Management System, ICS 800: National Response Framework, and Wildland FF S-130, S-180, and S-190. North Carolina Fire Officer II State Certification (NFPA-1021). North Carolina Fire Training Instructor II State Certification (NFPA-1041)

The following must be obtained within one (1) years of hire date:
• North Carolina Qualified Fire Training Instructor II State Certification (NFPA-1041)
The following must be obtained within two (2) years of hire date:
• North Carolina Fire Officer III State Certification (NFPA-1021) or IFSAC accredited
• North Carolina Standard Fire Inspection II Certification (NFPA-1031)

  • Skilled in the use of: cameras and radios; power tools, hand tools, chain saws, shovels, brooms, ladders, and exhaust fans; car, fire apparatus, van, ambulance, and boat; EMS equipment, first-aid equipment, oxygen, electronic test equipment, general medical equipment, and patient lifting devices; breathing apparatus, steel tip boots, hearing and eye protection, firefighting turnout clothing, and hazardous chemical clothing.
