Senior Fixed Asset Analyst
Description

The Senior Fixed Asset Analyst is responsible for the oversight of the Tribe’s Fixed Asset Department. This position requires extensive skill and accreditation in the field of fixed asset accounting. This position’s paramount responsibility is coordinating the documentation, analysis, and inventory of the Tribe's fixed assets. Will coordinate, update, and maintain the tracking database for new and existing fixed assets including asset identification, tagging, location identification, physical counts, and inventories. The Senior Fixed Asset Analyst will coordinate a regular physical inventory and review across all Tribal Programs and operations to ensure accurate record of assets for financial maintenance, audit, and insurance purposes. This position facilitates the proper transfer and disposal of all tribal fixed assets to ensure compliance with the approved Fiscal Management Policy and any other applicable tribal policies, laws, and procedures. This position supports: accounting, budget development, financial analysis, capital projects planning and budgeting, annual financial audits, and maintenance of fiscal management, policies and internal controls.

Responsibilities
  • Oversees fixed asset functions of the Tribal government, including coordinating the processes for acquiring, disposing, and tracking fixed assets.
  • Assists with Fleet Committee as needed.
  • Coordinates, updates, and maintains the tracking of new and existing fixed assets.
  • Ensures the accurate, timely completion and posting of fixed asset transactions including assisting all tribal programs and programmatic staff at the administrative level in formulation of asset transactions.
  • Identifies fixed assets across all Tribal Programs and operations ensuring assets are properly tagged and recorded in the Tribe’s financial software, insurance schedules, and other tracking tools.
  • Coordinates and manages the regular auditing of fixed assets.
  • Oversees the transfer of equipment, vehicles, and other assets ensuring locations and counts match those recorded in tracking systems.
  • Updates and maintains a listing of capital projects in progress monthly and ensures completed projects are updated in the financial software timely.
  • Provides assistance in the development and implementation of processes and policies to safeguard the Tribe’s assets in accordance with established internal controls and policies.
  • Assists the Risk Management Program in the development and implementation of processes and policies.
  • Plans, develops and conducts and conducts training with tribal programs in the areas of fixed assets.
  • Performs research, prepares reports, and communicatees pertinent financial information to tribal programs, Budget & Finance staff, and tribal leadership as required.
  • Maintains constant communication with the Financial Analysis Manager.
  • Maintains open lines of communication with all Tribal Programs and Employees.
  • Maintains all reports, records, files, and logs as required.
  • Performs all duties in accordance with established guidelines and Tribal Policies.
  • Responsible for oversight and direction to applicable employees due to regulatory and/or programmatic changes that impact the financial statements and processes of the tribal government.
  • Responsible for the accurate and appropriate enforcement and implementation of the personnel policies and fiscal management policies of the Eastern Band of Cherokee Indians.
  • Provides a positive public image of the Eastern Band of Cherokee Indians through administration and internal controls, policies, procedures, audits and being an official representative of the Treasury Division.
  • Works on specific initiatives requested.
  • Participates in consultation workgroups, policy-making initiatives and other committees as warranted and directed by the Director – Finance.
  • Assists the Financial Analysis & Budget Departments in preparing schedules and reports for the annual audit process.
Scope of Supervision

Responsible for ensuring own work product and work product of staff is accurate and timely, generally free from error, and in accordance with the policies and procedures of the Treasury Division – Office of Budget & Finance and completed in the attainment of the goals and objectives of the Office of Budget & Finance. Responsible for professional, timely and accurate work product that meets the goals and objectives of the Office of Budget & Finance. This position will be responsible for the work product and professional performance of the Fixed Asset Specialist. Works under the general guidance of the Director – Finance. Has latitude for independent thinking and judgement in the attainment of goals and objectives of the Office of Budget & Finance. Must be able to perform duties independently and possess the ability to work as part of a team.

Minimum Mandatory Qualifications

Experience: Two (2) years of related experience required. Experience to include significant technical knowledge related to fixed asset management and two (2) years of supervision of the work product or performance of others.

Education: Bachelor’s Degree in Accounting, Business, or related field required.

Licenses & Certifications: Valid, insurable NC Driver’s License required.
