Senior Financial Analyst
Description

The position requires extensive skill and accreditation in the fields of accounting and public finance. The position’s paramount responsibility is the protection of the Tribe’s financial assets and reputation through the implementation and execution of the accounting standards set forth by the Governmental Accounting Standards Board (GASB), uniform guidance provided by the Federal Government and its agencies, Code of Federal Regulations (CFR), the laws and policies of the Eastern Band of Cherokee Indians, and the Fiscal Management Policy of the Eastern Band of Cherokee Indians. The role of this position is the primary management and administration related to a very technical and highly regulated field. This position supports: accounting, budget development, financial analysis, capital projects planning and budgeting, annual financial audits, and maintenance of fiscal management, policies and internal controls.

Responsibilities
  • Responsible for budget and accounting administration and financial forecasting for the treasury functions of the Eastern Band of Cherokee Indians to ensure all revenues and obligations of the Tribe are appropriately accounted for
  • Responsible for budget and accounting administration and forecasting for capital obligations of the Tribal Government, including public and economic development projects.
  • Manages the financial resources of the entire Tribal Government in coordination with all levels of employment and all the Tribe’s nearly 200 approved programmatic budgets to ensure compliance with all standards, regulations, policies, procedures and laws of the Eastern Band of Cherokee Indians and the Federal Government, State Government, Private foundations and/or entities thereof.
  • Oversees fiscal management and internal controls, financial analysis, budget, financial statement preparation, financial reporting, and forecasting.
  • Provides financial statement analysis on a minimum of a quarterly basis to ensure Tribal Programs maintenance, operating and capital budgets.
  • Provides with research and development of financial reporting tools such as income statements, balance sheets, Balanced Budget Act Reporting, forecasting and projections, grants reports, fixed assets reporting, etc.
  • Works in coordination with Office of Budget & Finance Staff and Programmatic staff to ensure accurate and timely financial transactions, reporting, start‐up, closeout and general maintenance and administration of all programmatic accounting functions.
  • Participates in and makes recommendations for providing training to program staff related to finance and accounting processes, policies, transactions, and the use of systems.
  • Responsible for the oversight and management of approximately 5 full time employees and the financial work of all Tribal employees with access to the Tribe's enterprise resource planning software for financial transactions. While the Senior Financial Analyst does not directly supervise employees with access to the financial systems, the position is responsible for ensuring the integrity of the financial systems and the work product produced by the established systems.
  • Provides professional development, training, and evaluation of all employees under direct supervision.
  • Provides professional development and training on financial systems, policies, procedures, and internal controls for all employees with access to the Tribe's financial and enterprise resource planning systems.
  • Conducts interviews, hires, supervises, trains, evaluates performance of, applies progressive discipline when required, and approves performance‐based salary increases, scheduling and other responsibilities for subordinate staff.
  • Ensures required certifications are current and all professional development hours are attained, including all required certifications and licensure of staff as required by related position descriptions.
  • Reviews the performance of all financial, accounting and enterprise resource planning systems keeping the Secretary of Treasury informed of all goals, progress, and issues related to performance of staff and systems.
  • Assigns work as necessary to staff to comply with regulatory and/or programmatic changes that impact the Tribal Government.
  • Provides oversight and direction to applicable employees due to regulatory and/or programmatic changes that impact the financial systems and processes of the Tribal Government.
  • Develops and coordinates staff development related to the processes of the Tribal Government.
  • Coordinates policy/procedure development within the Tribal Government to ensure effective financial oversight and management of financial resources to comply with all applicable policies, procedures, laws, standards, and regulations.
  • Responsible for the accurate and appropriate enforcement and implementation of the personnel policies and fiscal management policies of the Eastern Band of Cherokee Indians.
  • Participates in the development of strategic and operational plans of the Tribal Government.
  • Performs departmental needs assessments and reports to the Secretary of Treasury.
  • Develops and supports employee relations initiatives to build morale.
  • Mediates and facilitates conflict resolution between staff and between staff and the public when the need arises.
  • Consults with programs and staff to create goals, timetables, and reporting procedures.
  • Consults with programs and other entities to ensure compliance with applicable fiscal management regulations.
  • Provides a positive public image of the Eastern Band of Cherokee Indians through administration of internal controls, policies, procedures, audits and being an official representative of the Treasury Division.
  • Provides detailed technical reports and summaries for Tribal leadership including the Principal Chief, Vice Chief and Tribal Council on a regular basis including department performance reports, financial reports, budget details, professional opinions, Tribal code and policy interpretations and practices related thereto, community reports, public concerns, and other information as needed and requested.
  • Assists in the coordination of public outreach related to the financial position and financial health of the Eastern Band of Cherokee Indians.
  • Participates in meetings of Tribal leaders and finance professionals including conferences, consultations, trainings, seminars, etc.
  • Assists in the coordination and facilitation of resources to assist in the financial management of the Eastern Band of Cherokee Indians, including emergency situations as they may arise.
  • Participates in consultation workgroups, policy‐making initiatives and other committees as warranted and directed by the Director - Finance.
Scope of Supervision

Responsible for ensuring own work product and work product of staff is accurate and timely, generally free from error, and in accordance with the policies and procedures of the Treasury Division ‐ Office of Budget & Finance and completed in the attainment of the goals and objectives of the Office of Budget & Finance. Responsible for professional, timely and accurate work product that meets the goals and objectives of the Office of Budget & Finance. This position will be responsible for the work product and professional performance of a team of professional financial analysts. Works under the general guidance of the Manager – Financial Analysis. Has latitude for independent thinking and judgment in the attainment of goals and objectives of the Office of Budget & Finance. Must be able to perform duties independently and possess the ability to work as part of a team.

Minimum Mandatory Qualifications

Experience: Six (6) years of related experience required. Experience to include significant technical knowledge related to accounting and financial management that impacts the overall financial health of the Tribal Government, government accounting, and 2 years of supervision of the work product or performance of others.

Education: Bachelor’s Degree in Accounting required.

Licenses & Certifications: Valid, insurable NC Driver’s License required.
